A lot of people are getting into trouble because they are using Cannabis and that's because their government haven't legalised its usage. It's the issue we have down here with our government clamping down on users of Cannabis or Weed. I have been arrested twice for possession and usage.
Over here in my country weed is only legalised in the state level and not in the federal level. It's what we have been pushing our government to accept and approve it on a federal level and put in restrictions on how it's going to be used.
It's not legalized but individuals still find a way to cultivate it and sell to people who might be in need of it.
The police here always raid those who cultivate Weed in my country. What most of them now do is bribe the police to overlook their activities because it's all business.
I haven't seen any country where both the federal and state government all supported and made Cannabis legal. It's more like the federal are checking the rules of the state and vice versa. It's not legal in my country but we use it very well here.

I don't really see it happening anything soon. I believe that they have a back door business with Cannabis which makes them millions of dollars. If they are make it legal, they will cut off their big money source.
