The government will never fully legalise the use of Cannabis. They will only approve of it in places where its usage will favor them. A lot of people are into using Cannabis, they will be happy to see it 100% legalised. 

The minority who have control over the supply and sales of Cannabis will do everything to make sure it's not made legal. If Cannabis ever becomes legal, everyone will go into it's production.
